Infrastructure is built in series not parrallel meaning the levels for an individual province will be built one at a time. Click the bar mulitiple times to build up the infrastructure to the desired level. To build infrastructure click on the desired province, then in the bottom left box find the infrastructure level bar and click it, a small grey rectangle will appear on the right of the existing rectangles this means the infrastructure is currently being produced. Infrastructure can be built, but you must first research 'Advanced Construction Engineering' to do so. Some provinces especially in Asia have only level 1 infrastructure, if you are playing with the Semper Fi or further expansions you will not be able to even move your units to these provinces. If you scroll over one of your or an allies provinces you can see the percentage of infrastructure in that province as well as the max supply and fuel throughput, Required Daily Supply and Received Supply. If most of you provinces are red you will have problems getting supplies to your troops as you can see in the picture below Nationalist China doesn't have good in-land infrastructure. If most provinces are yellow you may want to spread your units out more to ease the congestion on your provinces. If units are only partially supplied they will fight at reduced efficiency. Supplies are everything your armies need to fight, if units aren't supplied they cannot attack enemy provinces.
